RESTORE CONNPACE

As part of last year’s budget deal, two major changes were made in ConnPACE. The Governor’s office added an asset test and an estate recovery provision. United Seniors in Action (USA) and others began a campaign to repeal both of these provisions.

We are beginning to win. Our voices are being heard. The Governor and many legislators have already agreed to introduce legislation to repeal the estate recovery provision. However, we need the same commitment to repeal the asset test. Here’s why!

  • Of the 50,000 seniors on ConnPACE less than 500 have assets over the limit. But, all seniors will have to disclose all their assets under the new asset test.
  • The new form requiring the asset test will discourage many seniors from applying even though they qualify. ConnPACE worked well because the old form was simple to fill out. With a more complicated form many seniors will not apply even though they are eligible.
  • The asset test is discriminatory. The asset test discriminates against people who do not have company pensions, but who had to save for themselves.
